Full Phase One Recovery

On Thursday, May 14, Gov. Ron DeSantis outlined the next steps for a full Phase One recovery. This Phase One recovery will be effective statewide starting Monday, May 18 at 12:01 a.m. Gov. DeSantis has modified the original Phase One recovery plan issued at 4:52 p.m. on April 29 in Executive Order 20-112 and Executive Order 20-120, issued at 9:44 a.m. on May 14. Under Executive Order 20-122, Gov. DeSantis has also permitted Broward and Miami-Dade counties to enter Phase One recovery. 

 

The following changes were made: 

  • For long-term care facilities, such as hospitals and nursing homes, visitors are still not permitted.
  • All patients must be tested before they are discharged to long-term care facilities.
  • Long-term care facilities are required to transfer patients that have tested positive for COVID-19 if the necessary care can not be provided. 
  • Following social distancing protocol, the capacity for indoor dining in restaurants and food establishments may be increased to 50% capacity. 
  • All retail stores may reopen with 50% capacity indoors.
  • Gyms and fitness centers may operate at 50% capacity.
  • Professional sports teams are permitted to enter Florida and professional sports venues may be open for events, games and competitions, and training. 
  • With permission from local governments, museums and libraries may operate at 50%. 
  • Theme parks may submit plans for reopening.
